Transfer of Normal Residence (TOR) Eligibility
Transfer of Normal Residence (TOR) is a customs relief procedure that may allow you to import your used personal belongings and household goods with full exemption from customs duties and import taxes (including VAT), if you meet the eligibility conditions and your application is approved by Cyprus Customs.
High-Level Eligibility Criteria:
- Relocating normal residence to Cyprus: You are transferring your normal place of residence from outside Cyprus to Cyprus.
- Used personal belongings (not for sale): The goods are for personal use only, not for commercial purposes or resale.
- Ownership and use period: You typically must have owned and used the goods for a minimum period before relocation (requirements may vary).
- 180-day rule: If you have resided in Cyprus for fewer than 180 days in total during the past 12 months (counting backwards from the date of the shipment's arrival), you may qualify for TOR relief.

Clearance Process
The personal effects clearance process involves several steps to ensure compliance with Cyprus customs regulations and maximize your eligibility for TOR relief.
Document Preparation
Gather all required documents for TOR application (see Required Documentation section below). Ensure you have proof of normal residence outside Cyprus and proof of transfer of normal residence in Cyprus.
TOR Application Submission
Submit your TOR application to the Customs Office nearest to your residential address in Cyprus. Present all required documents in hard copy. The customs officer will review your application and may retain the documents.
Customs Declaration

- Delivery Order (import document provided by the shipping line/agent in Cyprus upon arrival)
Important: A hard copy set of all above documents should be presented at the customs house at the time of customs clearance and will be held by the customs officer.
Each TOR application must be submitted to the Customs Office nearest to the applicant's residential address.
