How HS Code Classification Works in Cyprus

Every product imported into Cyprus must be assigned a tariff classification code under the EU Combined Nomenclature (CN). This code determines the applicable customs duty rate, VAT treatment, import restrictions, anti-dumping measures, and eligibility for preferential tariff rates under EU trade agreements. Getting the classification right is one of the most critical steps in the customs clearance process.

The Harmonised System: HS, CN, and TARIC

The Harmonised System (HS), maintained by the World Customs Organization (WCO), provides the 6-digit international foundation. The EU extends this to 8 digits as the Combined Nomenclature (CN), and further to 10 digits as TARIC, which includes EU-specific measures. Cyprus, as an EU member state, applies the CN/TARIC system through the Cyprus Customs & Excise Department's AIS (Automated Import System).

The General Rules of Interpretation (GRI)

Classification follows six General Rules of Interpretation (GRI), applied in strict order. GRI 1 requires classification by the terms of the headings and Section/Chapter Notes. GRI 2 extends headings to incomplete or unfinished articles and mixtures. GRI 3 resolves conflicts between two or more possible headings by specificity, essential character, or last-in-order. GRI 4 classifies goods under the most akin heading. GRI 5 covers cases and containers. GRI 6 applies the same rules at the subheading level.

Duty Rates and Country of Origin

Cyprus applies the EU Common Customs Tariff (CCT). Duty rates vary by HS code and country of origin. EU-origin goods are free of duty. Countries with EU preferential trade agreements — including Turkey (Customs Union), Ukraine (DCFTA), Egypt, Israel, Lebanon, Tunisia, Morocco, and Jordan (Euro-Mediterranean Agreements) — may qualify for reduced or zero rates. Standard third-country (MFN) rates apply to China, the US, Russia, and others without a preferential agreement. Always verify the applicable rate on the Cyprus Customs database.

Binding Tariff Information (BTI)

For high-value or complex goods, importers can apply for a Binding Tariff Information (BTI) ruling from the Cyprus Customs & Excise Department. A BTI is a legally binding written decision on the correct tariff classification, valid for 3 years across all EU member states.
