What is a Bonded Warehouse?
A bonded warehouse — formally known in EU customs law as a customs warehouse — is a storage facility authorised by Cyprus Customs where non-EU goods can be held under customs supervision without the immediate payment of import duties and VAT. The goods are considered to be "in suspense" from a customs perspective: they have entered Cyprus physically, but have not yet been released into free circulation.
Duties and VAT only become payable when goods are formally released from the bonded warehouse — either for consumption in Cyprus or the EU, or for processing under another customs procedure. Goods can also be re-exported to non-EU destinations directly from bonded storage, in which case no duties or VAT are ever payable.
The legal framework for bonded warehousing in Cyprus is the EU Union Customs Code (UCC), which applies uniformly across all EU member states. The Cyprus Customs & Excise Department issues authorisations for customs warehouse operators and supervises the operation of bonded facilities.

How Bonded Warehousing Works in Cyprus
When a shipment arrives at Limassol Port, instead of submitting a standard import declaration and paying duties immediately, we submit a customs warehouse entry declaration. This places the goods under the customs warehouse procedure, and they are transferred to the bonded facility under customs supervision.
The Bonded Warehousing Process
- 1Arrival at Limassol Port — Vessel arrives and cargo is discharged. We receive shipping documents from the importer or freight forwarder.
- 2Customs Warehouse Entry Declaration — We prepare and submit the declaration to place goods under the customs warehouse procedure through the Cyprus AIS system.
- 3Transfer to Bonded Facility — Goods are moved to the authorised bonded warehouse under customs supervision. No duties or VAT are payable at this stage.
- 4Storage Period — Goods remain in bonded storage for as long as required. Partial releases are possible — duties are calculated only on the quantity released.
- 5Release or Re-Export — When goods are needed, we submit a release declaration and calculate duties and VAT. For re-export, we submit an export declaration — no duties payable.
