What Is Transfer of Residence (TOR) Relief?

Transfer of Residence is an EU customs relief scheme available to anyone moving their main residence to Cyprus from a country outside the European Union. Under TOR, your personal belongings and one vehicle per family member can be imported without paying import duty or VAT — a saving that can amount to thousands of euros, particularly on vehicles.

TOR relief does not happen automatically. You must apply, meet the eligibility conditions, and submit the correct documentation to Cyprus Customs & Excise. Working with a licensed customs agent in Limassol ensures the application is prepared correctly and processed as quickly as possible.

Do You Qualify for TOR Relief?

General Eligibility Conditions

To qualify for Transfer of Residence relief in Cyprus:

  • You must have lived outside the EU for at least 12 consecutive months immediately before the transfer
  • Your personal belongings must have been owned and in your use for at least 6 months before export from your previous country of residence
  • You must be genuinely transferring your main residence to Cyprus — not just a holiday or temporary stay
  • The imported items must not be sold, lent, or transferred to another person within 12 months of importation

Vehicle-Specific Conditions

  • The vehicle must have been registered in your name for at least 6 months before the export date
  • The vehicle must have covered a minimum of 6,000 km

The TOR Process — Personal Effects

Book Shipping

Arrange for your household goods to be packed and shipped to Limassol Port. Obtain a full packing list / inventory of all items — this is a required customs document.

Gather Documents

Collect originals: passport, proof of property disposal abroad, 12 months of bank statements, utility bills, payslips, termination of employment letter, and a one-way flight ticket to Cyprus.

Container Arrives

We obtain the Delivery Order from the shipping line and manage deconsolidation. If the container holds both personal effects and a vehicle, two separate Delivery Orders are required.

Submit TOR Application

We book an appointment with the TOR customs officer in Limassol and submit the AP2 form with your full document set. You must bring a complete set of documents with you — customs will retain one full set of copies, so make sure you have at least two sets ready. Your original documents are returned to you after the appointment.

The TOR Process — Vehicle

The vehicle TOR process involves two separate steps and must be managed carefully to avoid penalties.

Step 1 — C104 on Arrival (Day of Arrival)

On the day your container arrives, you attend Cyprus Customs with our team. You will need:

  • Delivery Order
  • Original driving licence
  • Valid local motor insurance
  • Original passport
  • Original vehicle logbook (registration document — licence plates must already be fitted to the vehicle)

The C104 form is processed in approximately 30–60 minutes. It grants temporary use of the vehicle in Cyprus while the full TOR application is pending. C104 validity is typically 30–90 days. We arrange transport of the container to our yard, unload the vehicle, and coordinate the customs inspection.

Step 2 — Full TOR Application (Before C104 Expires)

Before the C104 expires, we submit the full TOR application (AP2 form). Required documents for the vehicle include:

  • Original vehicle registration document
  • Valid driving licence
  • Motor vehicle insurance (both from country of origin and Cyprus)
  • Bill of Lading
  • Form C104 (issued on arrival)
  • Residence and ownership proof (same as personal effects documents)

After TOR approval — which can take several months — one final customs declaration is submitted to formally record the duty-free status of the vehicle in the customs system.

Important: Do not leave any documents inside the container or vehicle. You must have all originals with you on the day of arrival.

Under TOR relief, both import duty and VAT are waived on qualifying personal effects and vehicles. For a typical mid-range vehicle, this can save:

Important Things to Know

Limassol-Based Applications

We handle TOR cases for Limassol directly. If your residential address is in Nicosia, Larnaca, or Paphos, the TOR application must be submitted to the nearest customs office to your address — we can advise on the correct procedure.

Two Separate Declarations

The vehicle and personal effects are always processed under separate customs declarations. Two Delivery Orders are required from the shipping line — one for the vehicle and one for household goods.

Storage Available

You can collect your vehicle on the C104 while your household goods remain in storage at our yard. We have our own containers for storage, giving you flexibility on delivery timing.

Vehicle Registration Separate

We do not handle vehicle registration — this is a separate process managed by the Cyprus Department of Road Transport. We can refer you to specialist companies who handle this step.

Documents Must Be With You

Your container cannot be accessed while it is uncleaned at port. Do not store any important documents inside the container or vehicle — all originals must be with you on the day of arrival.
